All lead returns are instantly and automatically processed. You should see the return outcome in your eCRM within 60 minutes.
You can always resubmit leads for credit as long as this is done within the seven days return period (from the moment you received the lead) and only if the number of leads you have returned up that moment is less than 20% of the leads you have received in that month.
